Finance Associate, G7 (FTA) – Chisinau

About the role

The UNFPA Moldova Country Office in Chisinau is looking for a Finance Associate (G-7, FTA) on a one-year fixed-term, non-rotational position. Working in the operations team under the Operations Manager, the incumbent supports the office in applying its resources effectively and efficiently through finance and budget management, travel management and monitoring of funds to implementing partners.

Key responsibilities

• Support the Operations Manager in managing the Country Office's financial resources, including planning, tracking, financial controls and compliance with UNFPA policies and procedures.
• Monitor and evaluate finance processes, interpret financial rules and train CO personnel, and help prepare programme and operating budgets.
• Process financial transactions such as vendor payments, claims, cost recovery, billing and overtime, and provide regular financial reports and reconciliations.
• Manage travel plans, travel monitoring and reconciliation, and handle cost recovery and billing.
• Monitor funds transferred to implementing partners, review their expenditure statements and spot-check financial records, and support their internal controls and training.
• Act as the ERP focal point, run finance user functions and build capacity for CO staff and projects.

Required profile

• Secondary education completed; a first-level university degree in Accounting, Finance, Business Management or a similar field is desirable.
• At least seven years of relevant experience in finance and budget management.
• Proven experience managing financial policies, processes and systems in development organizations at national or international level.

Required skills

• Proficiency in Microsoft Office, especially Excel and Word.
• Experience with an ERP system such as PeopleSoft, Oracle or SAP, or similar computerized applications.
• Ability to produce analytical reports.
