International Consultant on Early Child Marriages in Roma Communities

About the role

The Office of the High Commissioner for Human Rights seeks an International Consultant to lead research on early and child marriages within Roma communities in Moldova. The consultant will design a human‑rights‑based, gender‑responsive methodology, oversee data collection, and present findings to inform policy and advocacy.

Key responsibilities

• Develop a comprehensive research methodology, including objectives, conceptual framework, sampling strategy, data collection tools, ethical safeguards, and analysis plan.
• Create research instruments such as questionnaires, interview guides, consent forms, and information sheets.
• Validate and finalize methodology and tools with the project team and relevant stakeholders.
• Provide technical input on quantitative and qualitative data analysis, review draft analytical products, and recommend improvements.
• Present the research methodology and key findings in a public presentation.

Required profile

• Master’s degree in sociology, anthropology, public policy, human rights, or a related field (or a Bachelor’s degree with at least nine years of relevant experience).
• Minimum of 7 years of professional experience in sociology, social research, research methodology, or human‑rights work.
• Demonstrated experience designing and implementing research projects in vulnerable or minority communities.
• Strong understanding of human‑rights standards, gender‑responsive approaches, and safeguarding measures for children.
• Excellent written and oral communication skills in English.
