International Consultant for Early Child Marriage Research in Roma Communities

About the role

The Office of the High Commissioner for Human Rights seeks an International Consultant to lead a research project on early and child marriages within Roma communities in Moldova. The consultant will design a human‑rights‑based, gender‑responsive methodology, collect and analyse data, and present findings to inform policy and advocacy.

Key responsibilities

• Develop a comprehensive research methodology, including objectives, sampling strategy, data‑collection tools, ethical safeguards and a detailed work plan.
• Create and pilot research instruments such as questionnaires, interview guides, consent forms and information sheets.
• Validate the methodology and tools with the project team and relevant stakeholders, incorporating feedback and finalising the research package.
• Oversee data collection, ensure data protection and safeguarding measures are applied, and support field teams as needed.
• Analyse quantitative and qualitative data, draft analytical products and provide recommendations for improvement.
• Present the methodology and key findings in a public forum and contribute to dissemination materials.

Required profile

• First‑degree in sociology, anthropology, public policy, human rights or a related social science discipline.
• Minimum three years of professional experience in social research, research methodology or human‑rights work.
• Proven experience designing research methodologies and data‑collection tools, particularly on early or child marriage.
• Demonstrated experience working with Roma communities and applying gender‑responsive approaches.
• Strong analytical skills for interpreting both qualitative and quantitative data.
