International Consultant – UN Moldova Cooperation Framework 2028‑2032

About the role

The United Nations Resident Coordinator System in Moldova seeks an International Consultant to lead the development of the 2028‑2032 Cooperation Framework. The consultant will work closely with the UN Country Team (UNCT) and national partners to design a results‑based strategic plan that aligns with Moldova’s development priorities.

Key responsibilities

• Conduct a desk review and produce an Inception Report with methodology and work plan (Sept‑Oct 2026).
• Design and implement a strategic prioritization process, including in‑country missions, workshops, and stakeholder consultations (Oct‑Nov 2026).
• Facilitate meetings with UNCT, Result Groups, and development partners to identify strategic priorities, theory of change, and catalytic development solutions.
• Develop a preliminary Result Matrix (outcomes, outputs, indicators, assumptions) and incorporate risk analysis.
• Provide quality assurance, identify gaps, and recommend improvements against corporate guidelines.
• Lead focus‑group discussions with government representatives, development partners, and youth to validate and refine priorities.

Required profile

• Proven experience in designing UN‑level cooperation frameworks or similar multi‑stakeholder development strategies.
• Strong analytical skills and familiarity with results‑based management, theory of change, and risk analysis.
• Excellent facilitation and stakeholder‑engagement abilities, with experience working with government ministries and international partners.
• Ability to produce high‑quality analytical reports and deliverables within tight timelines.
