Project Analyst – Public Services Improvement

About the role

The Project Analyst will support the PRIM Project Manager in implementing the Public Services Improvement component of the project in Moldova. The role focuses on strengthening inter‑communal cooperation, enhancing service delivery, and promoting gender‑sensitive, rights‑based approaches.

Key responsibilities

• Advise local authorities on capacity‑building plans for public service improvement, using participatory community processes.
• Promote human‑rights and gender‑sensitive service provision in coordination with national and local partners.
• Support implementation of service‑improvement initiatives, including inter‑municipal cooperation and public‑private partnerships.
• Provide policy options, high‑quality advisory inputs, and training on local public service improvement.
• Conduct analytical work such as institutional and risk analyses, capacity assessments, and policy reviews.
• Liaise with project partners, prepare briefs for cooperation, and contribute to resource mobilisation.

Required profile

• Experience in public‑service improvement, local governance, or territorial development.
• Knowledge of results‑based management, gender equality, and human‑rights‑based approaches.
• Ability to work under UNDP programming, financial, procurement and administrative rules.
• Strong analytical, reporting and knowledge‑management skills.

Required skills

• Analytical techniques for institutional, risk and capacity assessments.
• Policy analysis and development of strategic planning methodologies.
• Facilitation of participatory processes and stakeholder engagement.
