National Program Director – Moldova

About the role

CERI is seeking a National Program Director to lead its Moldova operations from the Chisinau head office. The role combines strategic oversight, compliance management, and advocacy to advance child protection and welfare reforms across the country.

Key responsibilities

• Supervise staff in two offices and coordinate service‑trip volunteers, both foreign and domestic.
• Oversee all in‑country operations, ensuring quality assurance and alignment with CERI’s global vision.
• Drive country‑level Objectives and Key Results (OKRs) and report progress to CERI headquarters.
• Act as Branch Administrator under Moldovan banking regulations, managing funding, budgeting, and financial reporting.
• Maintain strict compliance with local legal requirements, governmental stipulations, and regulatory filings.
• Engage with national advocacy networks, technical working groups, and peer National Directors to share best practices and develop local funding streams.
• Prepare and submit clear, timely internal and external reports and ensure child‑protection standards are met.

Required profile

• University degree in Business, Human Relations or a related field; Master’s degree preferred.
• Extensive experience in child protection, care reform, and child‑safeguarding policy in Moldova.
• Working knowledge of Moldovan culture, regulations, and fluency in English and Romanian (Russian preferred).
• Clear criminal background check and a valid driver’s license.
• Proven interpersonal skills and experience in advocacy, public relations, or training development.
