Program Manager - Donor-Funded Project

About the role

IREX, a global solutions provider focused on education, workforce development and online safety, is seeking a Program Manager based in Chișinău, Moldova, to manage an anticipated donor-funded project starting in December 2026. The role leads day-to-day implementation, oversees staff and implementing partners, and acts as IREX's main in-country contact with partners and stakeholders.

Key responsibilities

• Lead planning and implementation of project activities from start-up to close-out, keeping workplans, timelines and documentation on track
• Provide technical guidance to staff and partners, contribute to monitoring, evaluation and learning, and adapt approaches to local needs
• Serve as the in-country representative for partners, government counterparts and civil society organisations, mentoring them and representing the project at meetings
• Manage the project budget with headquarters, oversee subgrants and contracts, and handle procurement, invoices and payments within delegated authority
• Supervise and mentor project staff and consultants, and prepare internal and donor reports
• Identify new business opportunities, support proposal development and renewals, and travel within Moldova and the region as needed

Required profile

• Minimum of 7 years of experience managing donor-funded international development projects, including supervising staff and partners
• Bachelor's degree in a relevant field
• Professional fluency in English and Romanian; Russian is an asset
• Valid proof of unrestricted work authorization in Moldova; relocation assistance is not available
• Position is contingent on funding and not eligible for immigration sponsorship

Required skills

• Experience managing budgets, subgrants and contracts, with knowledge of local laws and donor procurement
• Proficiency with Microsoft Office (Outlook, Word, PowerPoint, Excel)
• Strong communication, leadership and attention to detail
