National Procurement & Materials Management Officer

About the role

The National Procurement and Materials Management Officer supports the Chief of Fund Administration Unit in coordinating and overseeing procurement, materials, logistics and facilities functions across the OSCE Mission to Moldova, ensuring transparency, cost‑effectiveness and compliance with the OSCE Common Regulatory Management System.

Key responsibilities

• Managing and coordinating the Mission’s procurement and contracting activities, including planning, budgeting, advising on modalities and ensuring compliance with the OSCE CRMS.
• Overseeing supplier, contract and implementing‑partner arrangements, monitoring performance and maintaining procurement records.
• Coordinating materials and assets management, advising on requirements, lifecycle planning, inventory verification and disposal.
• Managing logistics and transport support, including fleet operations, utilization monitoring and lifecycle planning.
• Supervising premises and facilities management, lease arrangements and service‑quality monitoring.

Required profile

• First‑level university degree in Business Administration, Supply Chain Management, Procurement, Logistics, Law, Engineering, Economics or a related field.
• Minimum two years of progressively responsible experience in procurement, supply chain or materials management.
• Valid category B driving licence.
• Professional fluency in English, Romanian and Russian.

Required skills

• Advanced practical experience with Microsoft Excel.
• Proficiency in Microsoft Word and Outlook.
• Experience using ERP systems, preferably Oracle.
