ICT Analyst – Short-Term Contract

About the role

The ICT Analyst will support the end‑to‑end implementation of digital solutions under the UNDP‑led anti‑corruption component in Moldova. The role involves planning, technical design, procurement support, monitoring, quality assurance and knowledge transfer to beneficiary institutions.

Key responsibilities

• Translate institutional and analytical needs into functional and technical specifications for digital tools.
• Support selection, coordination and monitoring of external service providers delivering digital solutions.
• Oversee testing, validation, deployment and hand‑over of dashboards, analytical platforms and interoperability arrangements.
• Ensure system usability, data quality, sustainability and effective knowledge transfer to public institutions.
• Act as the principal technical focal point between UNDP, the National Anti‑Corruption Centre, government ICT entities and other stakeholders.

Required profile

• Demonstrated experience in ICT advisory and digital solution design for public‑sector projects.
• Ability to ensure full compliance with UNDP programming, financial, procurement and administrative rules.

Required skills

• Conduct ICT needs assessments and develop functional/technical specifications.
• Design and configure digital monitoring dashboards, data collection and visualization tools.
• Advise on data governance, ownership, access rights and quality requirements.
• Assess and recommend interoperability solutions between project tools and existing government systems.
