National Legal Expert on Gender Equality, Human Rights and Institutional Accountability

About the role

UN Women is seeking a National Legal Expert to support the implementation of gender‑responsive policies and accountability mechanisms across public institutions, private sector entities and NGOs in Moldova. The role will focus on strengthening legal and institutional frameworks that protect individuals from discrimination, harassment and gender‑based violence, and on ensuring compliance with national and international standards.

Key responsibilities

• Provide legal analysis and advice on Moldova's commitments under the National Action Plan on UN Security Council Resolution 1325, CEDAW, the Council of Europe Convention and ILO Convention No. 190.
• Support the development and revision of legislation, regulations and institutional policies to prevent and respond to gender‑based violence and workplace harassment.
• Assist public and private sector partners in implementing accountability mechanisms and reporting requirements.
• Conduct capacity‑building workshops and technical trainings for government officials, NGOs and private‑sector stakeholders.
• Monitor and evaluate the impact of legal reforms and provide recommendations for continuous improvement.

Required profile

• Advanced university degree in law, human rights, gender studies or a related field.
• Extensive experience (typically senior‑level) in legal analysis, policy development and advocacy on gender equality and human rights.
• In‑depth knowledge of international conventions (CEDAW, ILO No. 190, UNSCR 1325) and Moldovan labour and equality legislation.
• Proven ability to work with multi‑stakeholder environments, including government, civil society and private sector.
• Fluency in English; knowledge of Romanian is an asset.
