International Consultant on Gender-Responsive Public Procurement

About the role

The International Consultant will support UN Women’s effort to integrate gender‑responsive public procurement (GRP) in Moldova. The role focuses on promoting women‑led enterprises, embedding gender equality in supply chains and public spending, and advancing the Women Empowerment Principle.

Key responsibilities

• Provide technical assistance to government bodies and public procurement entities on GRP implementation.
• Develop guidelines, tools and methodologies for gender impact assessment in procurement processes.
• Design and deliver training, mentoring and capacity‑building programmes for procurement officials and women‑led SMEs.
• Monitor and evaluate the integration of gender‑responsive measures, preparing reports and recommendations.
• Facilitate dialogue among stakeholders, including the Economic Council, to align GRP actions with national road‑maps on women’s economic empowerment.

Required profile

• Proven experience in public procurement, gender equality initiatives or related consultancy.
• Strong understanding of the Moldovan public procurement system and the socio‑economic context of women’s empowerment.
• Excellent analytical, communication and stakeholder‑engagement skills.
• Ability to work independently and deliver results in a multicultural environment.
