Project Officer – Electoral Risk & Cybersecurity Resilience

About the role

The Project Officer will support International IDEA’s mandate in Moldova by leading the implementation of the “Shielding Democracy in Moldova” project’s component on electoral risk management, election protection and cybersecurity. Working closely with national institutions such as the Central Electoral Commission and the Cybersecurity Agency, the officer will help strengthen the resilience of electoral processes against traditional and emerging threats.

Key responsibilities

• Implement and coordinate activities that enhance institutional resilience to cyber threats, foreign information manipulation and other technology‑enabled risks affecting electoral integrity.
• Facilitate cooperation with the Central Electoral Commission, Cybersecurity Agency, StratCom, Ministry of Defense, anti‑corruption bodies and international partners to promote inter‑institutional collaboration.
• Develop and apply methodologies, analytical products and technical tools for electoral risk management and cybersecurity.
• Prepare concept notes, project proposals and budgets related to electoral resilience and democratic governance.
• Build and maintain networks with key stakeholders, ensuring their active engagement in project implementation.
• Recruit and oversee consultants, manage contractual documentation and ensure quality control of deliverables in line with IDEA policies.

Required profile

• Experience in electoral processes, political finance or democratic governance, preferably in Eastern Europe.
• Knowledge of cybersecurity concepts and the ability to assess technology‑enabled risks to elections.
• Proven ability to coordinate with multiple public institutions and international partners.
• Strong analytical and report‑writing skills, with experience preparing project proposals and budgets.
• Fluency in English; knowledge of Romanian or Russian is an advantage.
