National Consultant on HRBA to Education

About the role

The Office of the High Commissioner for Human Rights is seeking a National Consultant to support the integration of a Human Rights‑Based Approach (HRBA) into Moldova’s education system. The consultant will work closely with the Ministry of Education and Research, seven pilot schools, and other experts to embed human‑rights principles in policy, curriculum reform, and school practices.

Key responsibilities

• Develop and pilot methodologies for evaluating the human‑rights environment in seven selected schools.
• Assist schools in creating institutional action plans that ensure compliance with human‑rights standards.
• Review and revise school policies and documents to incorporate equality, non‑discrimination, and human‑rights elements.
• Design and deliver two‑day capacity‑building trainings and mentorship sessions for school administrators and teachers.
• Support the embedding of HRBA in school policies, practices, and initiatives.
• Produce inclusive educational resources, guidelines, toolkits, and case studies for teachers and authorities.
• Prepare a comprehensive final report summarising all activities, outcomes, and recommendations.

Required profile

• Advanced knowledge of international human‑rights standards and the right to education.
• Proven experience in curriculum development, policy analysis, or educational reform.
• Demonstrated ability to work with ministries, schools, and multi‑stakeholder teams.
• Strong analytical, writing, and presentation skills.

Required skills

• Expertise in applying a Human Rights‑Based Approach to education.
• Capacity‑building and training design experience.
• Ability to develop practical tools, guidelines, and case studies.
