National Consultant – Justice Reform (Moldova)

About the role

The project aims to strengthen the institutional capacity of the Supreme Court of Justice of the Republic of Moldova and improve human‑rights protection. We are seeking experienced Moldova‑based consultants to provide expert advice in legal reasoning, institutional development, or strategic communication.

Key responsibilities

• Deliver analytical reports, judicial guidelines, methodological tools, and training materials for judges or judicial assistants (Lot 1).
• Conduct organisational analysis, develop SOPs, action plans, and capacity‑building programmes for court management and governance (Lot 2).
• Design and implement communication strategies, public‑relations content, digital media outreach, and annual reports to enhance public trust in the judiciary (Lot 3).
• Provide mentorship and support to justice institutions throughout the consultancy period.

Required profile

• University degree in law, human rights, political science, public administration, communication, international relations, social sciences or a related field.
• Minimum five years of professional experience in the selected thematic area.
• Language proficiency: English (minimum B2) and Romanian (minimum C1).
