Human Resources & Administration Manager

About the role

The Norwegian Refugee Council (NRC) in Moldova is seeking a Human Resources & Administration Manager to provide strategic and operational leadership for all HR and administration functions. You will ensure that systems, processes and practices are effective, compliant with NRC standards and local legislation, and support a safe, inclusive and high‑performing work environment.

Key responsibilities

• Lead the HR and Administration team, overseeing performance management, workforce planning, recruitment, induction, development and duty of care.
• Train, support and develop HR staff while ensuring adherence to employment standards and HR policies.
• Ensure compliance with Moldovan labour laws and NRC standards.
• Provide people‑management support and training for line managers.
• Conduct HR analysis, reporting and maintain safe, standardised filing of documents.
• Implement Safe and Inclusive Programming Minimum Standards through capacity building and inter‑departmental engagement.
• Promote Prevention of Sexual Exploitation and Abuse standards and principles.

Required profile

• Senior management experience in a humanitarian or recovery context.
• Deep knowledge of Moldovan labour law, employment practices and regulatory requirements.
• Experience managing HR systems, processes and administrative functions in complex organisations.
• Proven track record of providing HR advice and support to internal stakeholders.
• Familiarity with local labour market practices and HR trends.
• Ability to work in a volatile, changing environment.
• Fluency in English and Romanian, both written and verbal.
