Technical Engineer Consultant for School Accessibility Projects

About the role

UNICEF Moldova is seeking a national Technical Engineer Consultant to support the improvement of accessibility in eight model schools under an EU‑funded programme. The consultant will work remotely while conducting regular site visits to ensure quality and compliance of construction and refurbishment works.

Key responsibilities

• Prepare and review technical tender documentation, assess technical and financial proposals, and respond to bidders’ queries.
• Monitor construction progress through site visits, identify challenges, and ensure corrective actions align with approved designs, technical standards, safety requirements, and project schedules.
• Support quality assurance of works, materials, and workmanship, including accessibility, eco‑efficient solutions, and disaster risk reduction measures.
• Monitor environmental, social, health and safety aspects, document findings, and recommend corrective actions.
• Assist with inspections, completion, handover, and verification of defect closure, testing records, as‑built drawings, warranties, and O&M documentation.
• Prepare progress reports, maintain project records, and compile the final close‑out package with lessons learned and recommendations.

Required profile

• Bachelor’s degree in civil engineering, construction engineering, architecture, or a related field.
• Minimum two years of experience in technical project assessment, design, monitoring, site supervision, or quality assurance at national or international level.
• Experience in designing and supervising construction or refurbishment projects.
• Fluency in oral and written Romanian.
