Team Leader / Senior Road Engineer – Component B

About the role

DT Global is looking for an experienced Team Leader / Senior Road Engineer to head Component B of the Moldova Road Rehabilitation Program V, funded by the EBRD. Based in Chisinau, you will lead the Institutional Capacity Support Team (ICST) and work closely with the National Road Administration and the EBRD Project Implementation Unit.

Key responsibilities

• Lead Component B and serve as the main interface between the ICST, the NRA and the EBRD PIU.
• Coordinate the ICST team and support the NRA in effective programme implementation.
• Advise the NRA on its rights and obligations under the FIDIC Red Book and the EBRD loan agreement.
• Provide independent technical advice on concrete and asphalt mix designs, materials compliance and testing.
• Review construction drawing modifications, design viability assessments and technical derogations.
• Conduct site visits, assess construction progress and quality, and support capacity building through training.

Required profile

• MSc or equivalent in Civil, Highway or Structural Engineering.
• Minimum 20 years of international road infrastructure experience and 10 years in senior supervisory or Employer’s Representative roles.
• Proven experience with FIDIC Red Book contracts and EBRD‑financed road projects.
• Strong knowledge of concrete pavement design, asphalt mix design, and quality control.
• Excellent English (C1); Romanian or Russian is an asset.
