Project Manager – SDG Finance (Tier 1 & 2)

About the role

The Project Manager – SDG Finance will support UNDP Moldova in delivering the BIOFIN and public finance components of the SDG Finance programme. The role combines administrative, operational and financial management of complex, multi‑stakeholder projects aimed at strengthening fiscal policy, spending reviews and biodiversity financing.

Key responsibilities

• Plan, contract, monitor, report and coordinate implementation of the BIOFIN project and related public finance activities.
• Lead the development and institutionalisation of spending reviews, supporting ministries in applying the national Spending Review Methodology.
• Provide analytical support for the Tax for SDGs initiative, including health‑related and environmental taxation analysis.
• Coordinate with the Ministry of Finance, State Tax Service and other national institutions to align fiscal policies with SDG objectives.
• Facilitate knowledge exchange and capacity building for biodiversity finance under the GEF8 Umbrella Programme.

Required profile

• Proven experience in public finance management, budgeting or fiscal policy analysis.
• Demonstrated project management skills in a development or UN context.
• Familiarity with government budgeting processes, spending reviews and tax policy analysis.
• Ability to work with multiple stakeholders, including ministries, donors and international partners.
