National Finance Officer – OSCE Mission Moldova

About the role

The National Finance Officer supports the Chief of the Fund Administration Unit in managing the OSCE Mission’s finance, treasury, accounting and budget processes. The role ensures compliance with OSCE financial regulations and provides accurate, timely financial reporting to facilitate effective programme implementation.

Key responsibilities

• Manage financial operations, verify transactions, and ensure proper allocation of expenditures in line with OSCE regulations.
• Coordinate preparation, implementation and monitoring of Unified Budget (UB) and Extra‑Budgetary (ExB) proposals, including forecasts and revisions.
• Oversee treasury, cash‑flow, banking arrangements and record transactions in Oracle/IRMA, producing reconciliation reports.
• Supervise the Finance Assistant, provide technical guidance, and ensure quality of financial services.
• Assist programme and administrative staff with financial policies, Oracle/IRMA processes and internal controls.
• Follow up on internal and external audit findings, draft responses and monitor implementation of recommendations.
• Review financial aspects of project proposals and partner agreements, and coordinate mission insurance claims.

Required profile

• National of the Republic of Moldova.
• Relevant experience in public‑sector finance, treasury or accounting.
• Strong knowledge of OSCE financial regulations and internal control standards.
• Ability to analyse budgets, prepare forecasts and produce financial reports.
• Excellent communication skills for advising mission staff and liaising with auditors.
