National Consultant on Inclusion in Education

About the role

The Office of the High Commissioner for Human Rights is seeking a National Consultant to embed a human‑rights‑based approach to education in Moldova. The consultant will work directly with the Ministry of Education, seven pilot schools and other education actors to promote equality, inclusion and the acceptance of children from vulnerable groups.

Key responsibilities

• Develop and pilot methodology and tools for evaluating the human‑rights environment in seven selected schools.
• Support schools in creating action plans and revising internal policies to ensure compliance with human‑rights, equality and non‑discrimination standards.
• Design and deliver two‑day capacity‑building trainings and mentorship sessions for school administrators and teachers.
• Assist in integrating the Accelerated Learning Programme (ALP) and HRBA into the national curriculum and school practices.
• Provide technical input to the Human Rights Officer and coordinate with other consultants on the project.

Required profile

• Relevant academic background in education, human rights, law or a related field.
• Proven experience in curriculum development, policy review and capacity‑building in an education context.
• Familiarity with international human‑rights standards and the right to education.
• Ability to work under the guidance of senior UN human‑rights staff and collaborate with multiple stakeholders.
