ICT Analyst – Short-Term (UNDP Project)

About the role

The ICT Analyst will support the implementation of digital solutions for the UNDP‑led anti‑corruption project in the Republic of Moldova. The role ensures that tools are technically feasible, secure, interoperable, user‑centred and sustainable within the national institutional environment.

Key responsibilities

• Plan and execute end‑to‑end delivery of digital tools, including dashboards, analytical platforms and interoperability enhancements.
• Translate institutional and analytical needs into functional and technical specifications.
• Support procurement, coordinate external service providers and monitor technical deliverables.
• Conduct testing, validation, deployment and handover, ensuring usability, data quality and knowledge transfer.
• Act as the primary technical liaison between UNDP, the National Anti‑Corruption Centre, government ICT entities and other stakeholders.

Required profile

• Proven experience in ICT needs assessments and digital solution design for public sector initiatives.
• Familiarity with results‑based management and compliance with UNDP programming, procurement and financial rules.
• Ability to work collaboratively with multiple institutions and service providers.

Required skills

• ICT needs assessment and functional/technical specification development.
• Design and configuration of digital monitoring dashboards.
• Data collection, validation, analysis and visualization.
• Interoperability design and data‑governance advisory.
• Experience with platforms such as MLearn, reLAWed, e‑Expertise or Particip.gov.md is a plus.
