International Consultant – Health Promotion & Behaviour Change Module

About the role

UNICEF, in partnership with the State University of Medicine and Pharmacy “Nicolae Testemițanu” in Chisinau, is seeking an International Individual Consultant to design and deliver the “Health Promotion and Behaviour Change” module for a new Master’s programme in Health Promotion & Protection.

Key responsibilities

• Develop the full curriculum and teaching materials for the module, covering behavioural determinants, decision‑making processes and evidence‑based interventions.
• Conduct behavioural and social diagnoses to identify barriers and drivers of health‑related behaviours.
• Define and prioritize target behaviours, formulate behavioural objectives and theories of change.
• Design, pilot and refine behaviour‑change interventions, integrating monitoring, evaluation and learning components.
• Facilitate practical sessions on audience analysis, community engagement, strategic communication, advocacy and social mobilisation.
• Collaborate with university faculty and UNICEF country office to ensure alignment with national health strategies.

Required profile

• Advanced degree (Master’s or PhD) in Public Health, Health Promotion, Behavioural Science or a related field.
• Proven experience in developing and teaching health‑promotion curricula at the university level.
• Demonstrated expertise in behavioural research, social diagnosis and design of evidence‑based interventions.
• Strong analytical and writing skills, with fluency in English.
• Familiarity with the Moldovan health system and UNICEF’s work in the region is an advantage.
