Project Analyst - Public Services Improvement

About the role

The UNDP Moldova project supports the Government of the Republic of Moldova, through the State Chancellery and partner local authorities, in strengthening inter-communal cooperation so that essential public services reach all citizens, including marginalized and vulnerable groups. The Public Services Improvement Analyst works under the direct supervision of the PRIM Project Manager and applies results-based management and a client-oriented approach.

Key responsibilities

• Advise and assist local public authorities to develop and implement capacity-building plans for public service improvement, using participatory community involvement.
• Promote a participatory, human-rights and gender-sensitive approach to local service provision, in coordination with local and national partners.
• Support joint service improvement initiatives, including inter-municipal cooperation, public-private partnerships and expanding existing urban services to neighbouring communities.
• Provide policy options and high-quality advisory inputs aligned with national policies and UNDP corporate goals.
• Deliver training and capacity-building support on local public service improvement.
• Contribute to knowledge networks, synthesize best practices and lessons learned, and carry out analytical work such as institutional and risk analyses, capacity assessments and policy reviews.
• Prepare inputs to analytical products, work plans and progress reports, and help identify resource mobilization opportunities with development partners.
• Liaise with project partners, prepare briefs on cooperation areas, and promote project visibility at national and international fora.
