International Consultant – Health Promotion & Behaviour Change Module

About the role

The United Nations Children’s Fund (UNICEF) together with the State University of Medicine and Pharmacy “Nicolae Testemițanu” is seeking an international consultant to design and deliver a new module on Health Promotion and Behaviour Change for a Master’s programme in Health Promotion & Protection. The assignment is based in Chisinau, Moldova and will support the development of evidence‑based public‑health curricula.

Key responsibilities

• Develop the full curriculum for the “Health Promotion and Behaviour Change” module, including learning objectives, content, and assessment methods.
• Conduct behavioural and social diagnoses to identify barriers and drivers of health‑related behaviours.
• Define and prioritize target behaviours and formulate theories of change.
• Design evidence‑based interventions and practical exercises covering audience analysis, community engagement, strategic communication, advocacy and social mobilisation.
• Integrate monitoring, evaluation and learning approaches to assess behavioural outcomes and programme effectiveness.

Required profile

• Advanced expertise in health promotion, public health or related fields.
• Proven experience in developing academic modules or training programmes on behaviour change.
• Familiarity with behavioural science, social diagnostics and evidence‑based intervention design.
• Ability to work collaboratively with university staff and UNICEF teams.
